Report
The Task Force on Child Abuse was a collaborative
effort led by Prevent Child Abuse North Carolina and the North Carolina
Institute of Medicine to create strategies for developing a statewide
child maltreatment prevention system with the capacity to reduce the
incidence of child abuse and neglect in North Carolina. The Task Force,
which began in October of 2004 and continued for 9 months, was generously
supported by a grant from The Duke Endowment. Co-chaired by the
Honorable Carmen Hooker Odom, Secretary of the NC Department of Health
and Human Services, and Marian Earls, MD, FAAP, the director of Guilford
Child Health, Inc, the Task Force focused on six areas of child
maltreatment prevention: initiating statewide leadership, developing
measurement tools, creating a culture that supports families, identifying
evidence-based and promising practices, instituting systems changes, and
maximizing funding opportunities.

In September of 2002, the Secretary of the
North Carolina Department of Health and Human Services, the
Honorable Carmen Hooker Odom, asked the North Carolina Institute
of Medicine to convene a task force to study options to ensure
the long-term financial viability of the NC Health Choice program
given the current fiscal constraints of the state budget. The
Task Force was asked to explore different options, including
changes in enrollment, benefits, utilization, and professional
reimbursement rates. The NC General Assembly specifically charged
the Task Force with examining health professional reimbursement
rates under this program.

Executive
Summary
In the Spring of 1999, the then Secretary
of the North Carolina Department of Health and Human Services
( NC DHHS), the Honorable H. David Bruton, MD, asked the NC
IOM to convene a statewide task force to assist the DHHS in
formulating a comprehensive child health plan to ensure that
all children reached their maximum health potential. The Comprehensive
Child Health Plan, published in May 2000, is the result of ten
months' research and inquiry. The Plan serves as an on-going
template for program planning and evaluation within both public
and private sectors related to the health and well being of
North Carolina's children.

The purpose of this annual publication is to heighten awareness
of the health of our children by summarizing data on important
child health indicators. The NC IOM produces the Report Card
to assist health administrators, legislators, and child and
family advocates in their efforts to improve the health and
safety of children statewide.
