What information will the workgroup need to begin to answer key
questions to begin designing the Exchange:
* Should NC operate its own exchange, or let the federal government operate an exchange?
* What group will operate the exchange (state agency or nonprofit)?
* Should there be one exchange that covers individuals and small groups or two separate exchanges?
* Should the exchange operate on a statewide basis or regional basis in the state?
* Should NC participate in multi-state exchange?
* Subcommittees of the workgroup to address:
o Health insurance exchange
o Medicaid/Exchange HIT enrollment process
o Patient navigator/outreach
o Consumer ombuds program
