    Compensation of navigators:

    • Cash flow—How will we pay for navigators in FY 2013 and 2014
    • Sources of funding? State, federal, grants?
    • Distinguishing costs of outreach and education from formal navigator responsibilities
    • Estimated costs of navigators (early years, later years)
