    		 QHP Certification Issues

    Workgroup will be asked to consider pros and cons of different QHP Certification and HBE operational issues, including:

    • Should the HBE have the authority to limit the number or types of plan variations?
    • Should the HBE have the authority to require health plans to participate in all four metal plans?
    • Should the HBE have the authority to require health plans to offer standardized plan design, either exclusively or in additional to non-standard plan designs?
    • Should the HBE have the authority to impose additional quality standards beyond accreditation and ACA quality standards?
    • Should HBE have the authority to impose additional requirements in the QHP certification requirements (such as requirements intended to foster broader NC state health policy goals)?

    If we have time, the workgroup will also be asked to consider:

    • If the HBE has flexibility, should it allow a phase-in of the accreditation process, and if so—how long?
    • Who should set network adequacy standards, and what should these standards be?
    • Should network adequacy standards be the same inside and outside the HBE?
    • Should quality standards be the same inside and outside the HBE?
    • Should we limit the option to offer catastrophic plans to certain issuers?  Should it be limited to issuers offering insurance inside the HBE?
    • What, if any are the barriers which prevent state innovation to enhance value and reduce costs?
    • Any other comments or suggestions related to QHP certification
