Phyllis Blackwell

Ms. Blackwell has served as an editor for North Carolina Institute of Medicine (NC IOM) reports including Stockpiling Solutions: North Carolina's Ethical Guidelines for an Influenza Pandemic (April 2007) and Providers in Demand: North Carolina's Primary Care and Specialty Supply (June 2007). She was a writer and editor on Health Care Services for the Uninsured and Other Underserved Populations: A Technical Assistance Manual To Help Communities Create or Expand Health Care Safety Net Services (2007). As assistant managing editor of the North Carolina Medical Journal, a bimonthly journal of health policy analysis and debate copublished by NC IOM and The Duke Endowment, she edits commentaries and scientific articles and manages advertising accounts and reader services.

Ms. Blackwell attended the University of North Carolina at Chapel Hill and the University of North Carolina at Greensboro. For sixteen years she taught English and journalism in North Carolina public schools and served as a high school librarian. Ms. Blackwell previously worked as a contract negotiator for the Sonoma County (CA) Organization of Public Employees. She has also served as an outpatient services coordinator for the Sonoma County (CA) Department of Mental Health Services and as an eligibility specialist in the Durham County (NC) Department of Social Services.
